The need for leadership in public sector leadership and management was
differentiated, and yet the overlap and balance between the two ( no to the
bipolar view of the 2)

Leadership is needed at the top and on the implementation level; the realities
of leading and managing in the public sector are intense pressures for
achieving results, maintaining accountability, using limited resources
efficiently, and responding quickly to changes in direction or priorities

Leadership is defined as a mode of action concerned with deep-reaching change,
particularly when shifts in underlying assumptions and beliefs are required

orientation of leadership, especially by the individual choices/decisions of
those in a leadership position

Learning-centred leadership has been advocated not as a panacea or a

sector organizations in implementing new initiatives to deal with vexing
problems achieving cultural change.
