Rethinking Leadership in the Public sector

According to Dr. Angelita Y. Gregorio-Medel, Ph.D., she additionally commented following key messages of the Concept Map:

1. The need for leadership in public sector leadership and management was differentiated, and yet the overlap and balance between the two ( no to the bipolar view of the 2)

2. Leadership is needed at the top and on the implementation level; the realities of leading and managing in the public sector are intense pressures for achieving results, maintaining accountability, using limited resources efficiently, and responding quickly to changes in direction or priorities

3. Two challenges in government: wicked /adaptive problems and culture change

4. Leadership is defined as a mode of action concerned with deep-reaching change, particularly when shifts in underlying assumptions and beliefs are required

5. Identified two transformational leadership:

a) charismatic

b) learning-centered

6. Collaborative inquiry - executive, needs to sponsor and orchestrate joint inquiry simultaneously, as with a dialogue process, and contribute as a colleague alongside others at different levels in the organization

7. Values underlying Management and Learning-centred Leadership

8) Learning-centered leadership is complex. Still, it can be started by balancing the focus on results and tangibles of management with the process and values orientation of leadership, especially by the individual choices/decisions of those in a leadership position

9)Building Capability for Learning-centred Leadership:

1. They establish an infrastructure to support leadership development and practice

2, articulating and nurturing values supporting learning-centered leadership

3, developing skills, particularly in reflective conversation.

10) Learning-centred leadership has been advocated not as a panacea or a prescription but as a way of thinking about leadership that might assist public sector organizations in implementing new initiatives to deal with vexing problems achieving cultural change.
